Remove the inspection plate under clutch housing. Have someone move the pto lever while you look at the clutch. The thrust bearing carrier should be about 1/8" away from the thrust plate. If it a long way away, adjust the outside linkage rod. With the adjustment right, when you pull on the pto lever, the thrust carrier pushes on the thrust plate and you will see the turnbuckle down the side of the clutch moving. Was it a new or recond clutch? Maybe the lever heights were not set even. It is possible to put the pto plate in back to front. The spline hub goes to the flywheel. I have found some relined plates can be too thick in the linings and will drag.

I'm sure you checked this; but is the linkage for the PTO clutch lever set to the right tension? I had the same tractor and replaced the clutches, but didn't have any problems. It is odd the first time you see the twin clutch/shaft inside a shaft design. Does the PTO clutch lever feel like it is doing anything?

the lever does not seem to do anything,do not know about lever tension, dad thought we may have got the engine clutch in backwards, but it seems to work fine, could that be?
