hi. i have a 1950 vai with the same cylinder on it. it has a large rotating pulley on the top. a steel cable is attached on the back side of the cylinder, goes up over the top thru the pulley and down to the mower. it is to lift a side, center mounted cycle bar mower. mine also has a small pulley on the front side at the base. the cable could also be run down and under it and foward to lift something else like a front mounted blade. hope this helps. charley.

I had the same arrangement on a 301. I believe they are for side mount sickle mowers used for highway maintenance.
