CK 580 shuttle drive / tranmission question

I have what I believe to be a 69-70 CK 580. As I've seen in some other posted questions, I also have water getting into the oil and would like to know the flush proceedure. The other question I have is that I pulled the starter out and there was oil present about to the bottom of the starter hole. I know that there is a drain plug for that cavity, and one below the shifter, but I don't believe there is suppose to be any oil in there. I know that the torque converter is in this forward cavity, but is this oil just leakage or overfilling? Any thoughts. Thank You, jim

It is a "wet" starter with a sealed starter-drive, i.e. there is supposed to be oil in there.
