Have a 51 VAC, my first project, runs ok if i don't use the hand throttle, using hand throttle, feels like the governer does work, i guess i have more control with foot throttle. I have time to get to tractor, and already have the radiator off...(Tarp accident) and pop and i are going to open it up, wondered if anyone had an "easy fix" or suggestions of what may be wrong

I had a 48 that ran goofy. I took it apart and found the floating pin/cup seperated. I welded it back together and welded up the groove in the arm, put in a new bearing, retreated everything, and it works great. You can still get the floating pin/cup thing new from CASE. The needle bearing on the "handlebar" shaft is a commom Torrington bearing.

Check the bushing in the front cover, where the "handlebar lookin'" governor lever comes out. A few thou. of wear here, translates into almost negating the "opening up travel" to the carb.

What I found on mine was the follower paddle on the lower end was real sloppy on the "handlebar lookin" piece. Used a prick punch to tighten things up around the roll pin. Made a world of difference in throttle response.

There probably isn't anything with the governor, the plunger can get can sticky in the cam cavity and too a lesser extent the flyweights hinges from oil sludge. Other than that if the arms move freely the problem is likely external, binding linkage, wrong or poorly adjusted control spring.
