Iassumed tractor has Bosch in line pump . If so make sure T handle on top of double filters is closed . This is handle you have to open to properly bleed.

Have you made sure system has been bled of air? With throttle half or fully open are you seeing white smoke coming out of ezhaust when cranking with starter? If not pump rack might be stuck- iF YOU HAVE SMOKE COMING OUT A SMALL SNIFF OF ETHER SHOULD GET IT GOING .If you are able to pull start that is way to go. If you have case o maticthat is not a option. Eighter way you need to spin it fast enough. Consider the starter !! Keep us informed .

If you have another tractor or heavy duty truck
pull start it. I pull started a 930 diesel that
had not run for 3 years and only pulled a few 100 feet.I did put fresh fuel in and primed before trying to start.
Good Luck

The 30 series never had a reputation for starting in cool/cold weather. Even after overhauling them to new specs. proper valve standout, new injectors ect. they still are fussy. Alot of your problem is probably is lack of compression, which can be restored one way, $$$!! A friend of mine has revived many WD9 IH's and has always started them with the old fuel in the pump, and fresh in the tank. I started a 900b dsl. after not being run for 10 years with old fuel in the pump. On an 830 you need a working glow plug, tank heater and starting fluid. Don't use either with glow plug of course! Why does the old 400's start better than the 30 series?
