One time diagram for the steering assembly. It seems they have the hoses lines mixed, it won"t steer.

Since the steering on 580B's is hydrostatic, it's possible to switch the hoses incorrectly on one of the steering cylinders. That will cause the two steering cylinders to work against each other. Try switching the two hoses on one of the steering cylinders. If it turns right when you turn left, you'll need to switch the two hoses on both cylinders. Good luck.
