Just bought another 311 Round Nose. While engine is running, without depressing clutch, I can shift into all gears. No grinding. Of course tractor doesn't go anywhere. Does it need clutch (dry) or is it the wet clutch ?? I do know it has some water in the torque tube, but would that affect it that much ??? Hard job to replace either clutch ??? Thanks

Both hand clutch engaged and foot clutch fully released, can shift into any and all gears, including the triple range.

Engage the pto at the back lever, start the engine, engage foot clutch, if pto runs problem is with the hand clutch or triple range shifter may not be fully engaged in one of the 3 detents.

Engine (foot) clutch is dry. Hand clutch runs in the torque tube oil but is not a TC, just a multi-plate clutch. You need both clutches engaged for ground movement.

Is the hand clutch fully engaged? It sould be forward and kind of "snap" when engaged? Both the hand and foot clutches can be adjusted. Have you tried it with the triple range transmission in different ranges?
