CASE pto brake

i have an 870 case tractor and the pto will not disengage. When i am pulling a hay tedder and i push the lever in the disengaged postition and it is in heavey hay it will slow the tedder down some but never stop. Where do i start to fix this do i have to break the tractor apart?

Had to adjust the PTO clutch on my 730 for the same problem. you must remove a access cover on the right hand side,below the seat(as sitting on tractor) to adjust this clutch. I seem to recall a special tool, but managed to get adjustment without it after a few select words.... I can't recall the exact item to adjust , but the manual did a fairly good job of explaning the process. Good luck , Shawn
