VAO Steering box Question

I took off the steering in box on my VAO (that I broke!!) There was a broken portion of the bolt that threads in the right side. It appears that the bolt pushed against the steering arm shaft to hold it in place. Am I correct or is the bolt supposed to attach to the shaft?

I believe the bolt you are talking about is actually the shaft end play adjustment bolt with jam nut.

Am I assuming correctly that the shaft end play bolt is NOT permenently connected to the shaft?
