You've already received some very good information about your brakes, oil leaking onto your brakes also cause grabby brakes and with the combination of moisture and the cold can make the situation worse, is that brake oily looking under the housing??remove your inside floor panels, remove the four bolts holding the housing on, and look at the problem, should help you decide what to do.

Brake lining could be worn and lets the balls ramp out too far and won't go back. I suspect that the balls and ramps need to be cleaned though. Might want to think about going with stainless steel balls that won't rust. I ordered some off McMaster Carr's web site. They have some harder stainless steel balls that are almost as hard a carbon steel.

Your ramps are at least slightly scored and the chrome on one or more the balls has probably worn off. The brake dust and crud builds up in these wear areas and attracts moisture that freezes. The balls cannot roll back down off the ramps and the discs are still pressed up just as if you had the brake pedal depressed.

It may not help much but check the drain slots open on the bottom of the covers. Rain/snow water can seep down through top of the cover flange. Clean up and a bead of rtv is a temporary patch here. Also do the same there on top of the backing plate where it meet the transmission housing, the shims here may be leaking water.

Not much help, but you probably want to think about getting the brakes apart and cleaning them up.

Joe
