The only problem that I can think of that would cause it to both overheat and have a lack of RPM's is a timing problem. Have you had the engine apart? Otherwise I think you are looking at two different causes for these problems. When you take the radiator cap off with it running, can you see the coolant circulating?

Hey, check the radiator for a critter nest.I will tell you a hard luck story. I could of had a pts. championship with my Dc if i would have checked the simple things first! It would heat quick and blow out of the radaitor about 3 feet!Pulled the head, checked the timming, and everthing was good.Turns out there was a nest blocking the return . It was behind a baffle, so if you looked in the top of the radiator everything looked good.
Good luck

As far as the govenor , I had a Dc in the field years ago, just bought it. Took it disking and it didn't have #$#@#!! for govenor response. It would pull itself down to a kill, and then the govenor would react. Wasn't pretty. The govenor can be taken out with the mag drive, for inspection, but remember where your timing is. On the overheating at a idle, thats bad. ed head, pluged rad core, broken water pump, cracked sleeve, and the other things others told you about.

It could be a number of things. Have you had the head off recently? Check to see if you are getting bubbles in the radiator when it runs, if so, you could have a bad head gasket or crached head. We had one that did that and there was leakage around the head gasket. Also, if your valves are not set properly, or have some bad valves, or valve guides, it could cause that. Have you had the magneto off? Or the timing cover and cam gears? It could be a timeing problem, that will often cause a good idle but failure to speed up and overheating. And, it could be as simple as a condensor in the mag, or even just plug wires, although it dosn't explain the overheating. Also check your manifold, it could be leaking.

Start with the simple things and work your way up, my guess is you need to pull the head and take a look.

Check the power mixture screw Back it out 1&1/2 to 2 turns. Runnig too lean will prevent her coming up to speed and also run too hot
