Get a set of Case SC wheels and put on it. That will let you use 38" rubber. Sc wheels are 2 5/8" bore. 630 should be 2 1/2". Use exhaust or driveshaft tubing to make tham fit.

A 630 is a very good puller. We pull one with a triple range transmission and a wide front. We pull 5000&5500 any exra wieght goes on the back. Never had the front end off the ground. As for your motor try to find 600 combine w/ 201 gas motor. They are about 60 hp and you can find them for $200 to $300. Good luck!
