What is the HP of the 830 diesel? about what years were they made? I may have a lead on one that has not run is 2-3 years what should I do if I buy it before I try starting it?

830's diesels had 301 CID with 64 horsepower. They were made in the 60's, early models had Eagle claw three point and late models had draft-o-matic three point hitch. Put fresh fuel in it, check for good fuel flow to the injection pump.
