I'm guessing that when you say erratic, you mean the engine surges-speeds up/slows down? I think if you have this problem, you might check the throttle shaft-is it obviously worn? if it can move around there will be a variable air leak that you can't compensate for.
There was a felt washer around the shaft to minimize this leak. An Echlin carb kit from NAPA used to have a rubber boot to try to stop this problem.
The other thing that will cause surging is a lean fuel mix and certain throttle settings-particularly at idle. If your idle mix is adjustable, you might want to richen the mix just a bit. (Keep in mind that some Marvel Schebler carbs turn the idle screw in to richen the mix and turn out to lean the mix. [They actually meter the air flow at idle] On others, the idle screw turns in to lean, turns out to richen. You have to figure out which yours is.)

When I say it tuns erratic I mean it purrs like a kitten then other times it just won"t idle and then when you go to speed it up, it smokes black and doesn"t want to run right it never surges.

I checked the Throttle shaft when I rebuilt the carb. it was fine...

If it's getting enough fuel to run and if the fuel doesn't overfill the carburetor and run out when parked, it is probably set OK. How much choking do you have to do to start it?

That"s the thing with the tractor it doesn"t trun over very fast but it always starts right up... I have to choke it just for a couple turns of the engine and it"s running..

Don't know of any tricks. Set floats " from gasket face keeping floats parallel with gasket. Bend the arms to adjust leaving the area above the valve flat. Hinge pin should be straight and not worn. Check float in body to make sure it swings freely, not touching or binding.
