I guess "rotate" is not a good term. The arms on the top of the vertical shaft of the gov should pivot. If you disconnect the spring on the right arm and the carb linkage rod on the left arm you should be able to pivot the shaft back and forth if the gov is not frozen, binding, or otherwise damaged internally. Assuming the gov is ok , put some tension on the gov control spring with the hand throttle to hold the gov in the wide open throttle position with the carb linkage rod disconnected. Adjust the length of the carb linkage rod to that required hold the carb throttle plate wide open when it is connected back up to the left gov arm. The throttle plate on the MS carb is wide open about 1/16 from the full open stop on the side of the carb. Reconnect the carb linkage rod to the gov arm. Start, warm up the engine, set idle rpm @ 500. Using a tach set engine rpm @ 1600 with the hand throttle, adjust the gov stop screw on the block bracket to contact the collar on the throttle rod. Do some rpm departure checks by bumping the carb linkage, if the gov is not successful in recovering and stabilizing rpm at 1600, linkage is binding, wrong control spring, gov needs work or there is a problem in the carb or the engine.
