Are the wheel rims on a 39 DC supposed to be flambeau red or silver?

39 AND 40 HAD FLAT BOLT ON WHEELS AND BLACK RIMS 41 HAD SLIDE ON AXLE WHEELS AND WERE ON SILVER RIMS DCTOM

Were all the solid cast flat type wheels mounted on black rims? When did Case come out with the dished, spoked cast wheel?
