Richard, You might want to try looking in the archives, as there are several helpful tips in there about the lift arms. Apparently the lift arm problems are fairly common on DB's. I disassembled the control valve on my 990 and fix my problem of not lifting at all. But it sounds as if you have a different problem. If you need a copy of some pages from manual, I can get them for you with little problem. A guy named Elmer (from Canada) can get you an entire manual. About all that exist is the diagrams of the parts, but no problem solving explanations, so you are still on your own. I can't help you with the first question, because I don't understand your description of the problem. The second question, I might have some help. The dial on front of hydraulic control area is the "lowering speed control valve" and turning it counter clockwise should open it up all the way. My control valve has a stuck spool valve and lowers pretty slow, but I am rarely in a huge hurry. To disassemble all the stuff to get to the control valve is a time consuming job, and I am not willing to do it again for my minor problem.
Write me back if I can help any more.
