I'm not sure about the DC mag, but with some mags, if you install them tight against the drive coupling, the impulse won't trip properly. You need to leave a tiny bit of space.

It just dawned on me that I was completely out in left field on that answer; the DC has a flange-mounted mag, doesn't it? I was thinking of the L and C series, which use base-mounted mags. Sorry. Dumb.

1)Check and make sure the mag is hot. 2) make sure your grounding switch is not engaged. 3) Do you have compression? 4) Do you have fuel?

Ok, check to see if you have spark, with mag on the tractor, by pulling off a wire and holding it about 1/4 inch from the block. If your eyeballs light up you may have a bad wire. Make sure you have fuel in the carburator. Now, here is the tried and true way. Pull out the number one plug. Put your thumb over the plug hole and crank the engine. When you feel pressure stick a piece of wire down the plug hole and bring the piston to the top. Set the mag so that it is just fireing at that point and hook that post to the #1 cylinder,(it dosn't matter which one it is) then follow the rotation of the mag with #4,#3,#2. Have the mag set in the middle of the advance arch and try to start. If it backfires retard it a little and try again.
