SC Front Spindle Question

I have a narrow front (2 wheels) SC that has a lot of vertical play in the spindle. The spindle sticks up too far for the nut and washer on top to tighten against the housing. Took it apart, can't see any evidence of a bearing. Planning on building up the space on the inside with washers to push the spindle down to where it is supposed to be. What is supposed to be around the spindle, some sort of spacers?
