I have a Vac without the eagle hitch but have the rockshaft by the belt pully. I can not get any action out of the cylinder. Do I need to disengage the belt pully to make it work or am I missing something?

I thought of something else that might be causing your problem. Look at where your up/down control lever rod attaches to the pump. The rod goes through a hole in a brass fitting. The brass fitting is mounted on a steel shaft. There is a cotter pin that goes all the way through this brass fitting and the shaft. Make sure the cotter pin is in there and is not sheared off. The shaft must rotate with the brass fitting when you move the control lever.

Go to link below to see high pressure system info (Click an image to enlarge). Also, make sure you have motor oil in the reservoir and NOT gear lube as it is too thick to work properly. If you have trouble bleeding the air from the system with the bleeder valve then, with the control lever in 'RAISE' position, carefully loosen the spring seats (image #33 on the link), one at a time, until the air is bled out and the oil runs clear.

There should be bolt on the top, backside of the reservior that when screwed in disengages the rockers that drive the pump. You can back this screw out and engage the rockers. Don't disable your belt pulley or the pump won't run.

Disengaging the belt pulley will not affect it. Have you checked the oil level? There should be a dipstick on top. It is attached to a plug that screws in. If it has fluid, check to see if it is air locked. With the tractor running, open the brass wing type bleeder valve located under the pump. Hold the lift control lever in the up position until a significant amount of oil starts spurting out the bleeder hole and then close the valve. You may have to let the hoist down and repeat this proceedure until all the air is out.

Additional note: The clutch must be released in order for the pump to run. If you don't want the belt pulley to operate, loosen the set screw in the side of the housing just behind the pulley and slide the pulley out away from the tractor about an inch.
