I'd say the timing is retarded.

What kind of spark plugs are you running?

We had a similar problem with our VAC puller last summer. It sounded great but would fall on its face when it should have started to lug.

Tossed the AutoLite 386 plugs and put in a set of Champion D16's. Problem solved.

I have never had anything that would run on Champion spark plugs.

Me neither. But I'd already tried everything that I could think of with no good results.

I had this trouble with my SC. If your timing is o.k. and, I suspect it is if there is no engine miss or backfire, make sure that your point gap is opening wide enough in the distributor. The fiber on the point set will wear down. Also, if your distributor is old, like mine, the cam on the shaft is also worn so set gap wide. I was pulling bushes and engine was "doggy." Opened up the gap to .018 and the front wheels came right up off of the ground. Too narrow plug gap will cause same thing. If your idle roughs up just a little the adjustment is proper. Try also the lean/rich adjustment on the carb - might be starving for gas.

If its overheating just moving snow, I'd say the timing was retarded. Idle all day But no power.

Chuckles; Check your air cleaner oil cup. I once had water accomulate and freeze in the bottom of the air cleaner on my 700 and it acted the same way... Gene
