So the center tubes will move and the tie rod that comes off the steering post will move but the tie rod out front still won't. I've tried heat, pounding, a 10 ton porta power, and lots of penetrating oil. Any other idea's?

If Chuck's idea doesn't get it apart, put the porta power to it and use a air impact hammer with a blunt end. Put tension on the assembly with the porta power and vibrate/hammer on the tie rod. The vibrations are sometimes needed to break the static friction. Just be careful of the porta power flying out. I try to secure the porta power with a chain just in case.

Take a small die grinder and cut a slot in outer tube then heat and it will slide out clean up solid shaft to a shine with power wire brush and coat with neverseise and slide back in to correct lenght and weld slot shut grind off weld and paint
