I removed the steering column & worm gear. I seems the nut & warsher were flush against the shaft. No more adjustment? There is about 1/2 inch play. Should I add washers just above worm gear or shim above top of column? Could there be a bushing at the top that is missing or wore out?. The worm gear was hard to get off and had to cut key out. Should it move easily? I took a picture but not sure how to get it posted. I cann't even see Don-L's.

Kirk; If you can get the shaft out of the housing then find a bronze washer that will fit at the top of the column. Sounds like someone has tightened it up before and got it too tight. Find washers that will fit between the worm gear and step on the shaft with the nut backed off about a turn and then put it on top of the housing then put the shaft in and install the worm gear. My VC was so tight on the shaft to housing with rust that I could barely turn it with both hands while standing on the ground, Took it all apart and cleaned the shaft and housing and greased it real good before I assembled it.
