Foot throttle VAC

I was wondering if the foot throttle on the VACs overrides the govenor to give more RPMs for road travel? The reason I'm asking is that a while back my dad borrowed a hand held tach, put it on the center of the pulley and it showed 1250RPM; with the pedal all the way down. The book gives 1106 RPM no load speed.

Nope, the foot throttle still runs through the governor. It may pull a little harder on the governer spring though which would give you more RPM's.
