The LA has an oil bath clutch but it does need to be drained each time you change the oil.... It probably has not been drained in ages. To Drain it there is a small plug on the bottom of the clutch housing. You do not need to refill it, it fills automatically when you run the engine, it is designed to fill from the engine but the oil can not get back to the engine, so that is that reason you need to drain it on occasion. be sure to check the oil level in the engine after you run it since the clutch filling back up will consume about a quart. It may take runing it for a couple of hours before it actually fills all the way up again.

I bet some of that thick black silicone that comes in a cheese can would seal it up.

Assuming yours is like mine, indeed they have a wet clutch, but there is a rather thick, bevel edged rubber seal that goes on the neck of the starter where it extends into the bell housing. Case # 07299AB. Listed as NLA by my dealer.

If you mean the oil is coming out where the starter bolts up. There is noting wrong with the LA it has an oil filled clutch housing. The oil from the engine cycles through the clutch housing.
