Marty, lever movement 10-02 is normal. The only valve accessable w/o removing the cam cover is the lift check valve under the plug on the bottom. There are several reasons the draft arms will not drop under their own weight most common first: 1) leak-off tube is plugged with grease. 2) lift valve is not fully open (in neutral position) either because it is stuck or the return spring is broken. 3) the release valve to cam clearance is excessive and the lever is not opening the valve. 4) the rock shaft brgs are binding/hard grease. 5) the hydraulic return oil tube to the torque tube is restricted (crimped, flattened?) the return oil filter is not a factor, if plugged it will rupture. First check the leak-off on the lower right side of the cylinder. When you disconnect the tube and work the hitch it is normal to get some oil and grease out of the fitting. It should clear up to a drop or two after 10 evolutions or so. Check the tubing clear back to the torque tube. Other than that you will have to pull the right side lift arm and the cam cover to get @ the lift and release valves. With the lever in neutral the clearance between the cam adjusting screws and the stems of these valves is 0.010". The release valve is fwd, the lift valve aft. The plug in between is the system relief valve. Joe
