73 case 580B will not move

I was looking at a 1973 case 580 B it will not pull itself like it is slipping owner does not know what is wrong he got it from someone else can anyone tell me what to check the oil is all milky white with water contamination I would like to get it but wonder about cost of repairing it this seems in good shape for the year and starts fine all hyd work good it just moves a few inches then will not go anymore.

Is it a power shuttle, hydrostatic drive or mechanical shuttle. There were three transmissions available on the 580B so from the given information it would be a shot in the dark on what the repairs would consist of. Either way the best way to start troubleshooting any problem is to find out if it had been worked on recently and then go on from there.
