DC4 Fluid on brakes

Pulled the brake housings off an old DC4 andthe linings were covered in oil. Linings were not worn and adjusted corectly but no stopping power. Local dealer could not inform me if these are wet brakes or dry. Parts diagram did not list seals.
Is there a seal on these or is there a friction modifier that should be used.

Before you pull housings off make sure there is no play in the brake shaft, old bearings may need to be reshimed, loose bearings will let shaft move under load and cause seals to leak.

The DC brakes are dry and you very likely have a leaking seal.(part #070401AB) This is not a difficult repair, drain, remove brakes and housing etc. Good luck, Bruce
