David Brown 880 hydraulics

My father has a david brown 880, and the problem is with the three point hydraulics. When raising the lift arms you must raise the arms all the way up before you can let them back down. When they are all the way down you can raise them a little but once you reach a point then you must go all the way up. Any thoughts or suggestions would be greatly appreciated on what could be the problem or is this the way these tractors are.
