311-B Carb setup??

I've restored a 1958 311-B last year and haven't had a chance to really do much with it, but I was just moving it around a bit in the yard pulling wagons getting them ready for the harvest. Since this is really the first time running it much I get to see what's wrong. When I rev the engine up (load or no load) it hesitates and seems to take longer than neccesary to get it's RPM's and sometimes even sputters. Also, I took it for a cruise up the road, and not pulling anything, when I would shift the Triple Range into high it would pretty much go to idle and slowly get it's RPM's even though I made sure to have sufficient Revs. Is this normal? this is my first Case so I'm not familiar with them at all, but I assume it's some sort of carburetor setup. It idles fine, but just doesn't seem to have power when I rev it up. Oh and it has all new ignition so it shouldn't be that. Thanks for any help guys!!

Try turning out the power jet to see if that will help. Also check the timeing. If it's set to far retarded it will be sluggish. If that doesn't help it might be something like a lean carb float setting. One other thing it could be is a bad governor. Check the simple things first then go from there.
