Yeah, there are several ways around it. Sounds like someone replaced the governor weight-retainer carrier and didn't put the timing mark on it. The new piece comes unmarked and the installer is supposed to etch a new mark on it. I suggest you find an Allis Chalmers or Ford manual that gives detailed pump info - they usually describe step by step, how to time it with compressed air when there is no mark. It's not real complicated - but you have to hook compressed air to the #1 injector port on the pump. Then turn the pump shaft in the proper direction until you just start feel resistance - at this point the two lines should be lined up ( if you had two lines). If the pump was on the repair bench, and electro-etcher would now be used to make a new mark. In most cases, the timing isn't necessary - unless you've had the pump all apart. The pump will only go on one way - the flat of the drive shaft had a line-up dimple mark on it. And, there are usually paint or grease marks on the pump and tractor so you can see where it was before. Many tractor run better when the pump is not timed exactly as what the book says anyway. The book timing is a general spec. given to work on all engines. Some engines though, will start better advanced a few degrees. So, very often optimum performance is achieved by trial-and-error. By the way, the pump can also be timed with a pulse-adaptor hooked to a conventional timing light. If you don't have access to the proper manuals, reply back here and I'll type in a more detailed description on how to time it.
