I am rebuilding the power shift in my 1070
is it normal when i put air pressure to the c2 (center hole in the oil distribution block), to have some air leaking out of the c3 hole.

There should be no connection between the c2-c3 passages, they are seperate passages with no interconnection at all, the clutches are spring released and do not depend on oil pressure to withdraw the pistons, if I had that issue going on I would find out why.

Yes, you need to have some air release back out of the c3 hole.
