400 high-crop

I found a 400 high-crop for sale today. I have to deceide what to offer the guy. Injection pump is being repaired. No tags. Sheet metal is bad. Orginal lift links between upper and lower arms are gone and have flat-bar steel in their place. Engine only has about 100 hrs since rebuild. One rear cast wheel has been repaired. Rear tires and rims are poor but hold air. Front rims have had the mounting plates replaced with angle iron. Factory seat is gone. No drawbar. What should I offer him???

For what it's worth the 400 high crop in Bridgeport NE brought 5500.00.
