Not sure if your 2470 has the same failure as ours did, but the symptoms sound similar. We tried to fix the low pressure by cleaning & rebuilding the valve body but it made no difference. Had to pull the Powershift and found the C2 & C3 clutch hubs had come apart because the bolts that hold them together had broken. This allowed oil flow to the C3 to leak-off and not apply the clutch.

If you don't know the clutch actuation sequence here it is:
Low gear = C-1 & C-2 Intermediate = C-1 & C-3
High = C-2 & C-3
Reverse = C-2 & C-4

So when you shift from Low to Intermediate the C-2 clutch releases and the C-3 applies. When the hubs are loose to each other due to the broken bolts they are limited from coming completely apart due to the snap rings on either end of the shaft. So I believe when pressure is applied to engage both C-2 & C-3, high gear, there is enough oil flow to apply C-3.

Looks like pulling the engine and rebuilding Powershift is in order. Gaskets, set of clutch piston seals, replacements of the six bolts, many O-rings, oil, filters, etc.... cost over $350 and it's alot of time.

Good luck
