As it turns out #3 liner was cracked(just like you said turbo). The air bubbles came out of the #4 water jacket hole,go figure. The head magnafluxed out fine.
So that crack in question is on number 4 in the block runs from where the liner seats to the center head bolt about 3/8" long.
Would this cause any trouble?
and I still dont get how the water getting into the oil
Thanks y'all

The counterbore in the block is uneven. It should be 0.250 deep and true. This causes uneven pressure on the sleeve flange and cracks it. It will need to be reclaimed or cut. Case dealers from the 1970's had the portable tooling to repair the block. 1070 or 1270 shims of 0.005 and 0.010 will fit 830's. With the engine shut off, antifreeze comes up the crack in the sleeve and runs down the inside past the rings to get into the oil.

Anytime that you are getting hot gas from the cylinder into the water jacket it will cause the engine to over heat especially on hard pulls and hot days.

It still has to be replaced as its not seating against the head gasket.
