Thank you all for all the good advice. I decided to follow what Bruce Nelson said to do as plan A. I didn't have to use plan B. I saved the threads in the block and this afternoon torqued down the head to the recomended 75lbs and it held just fine. Like everyone said, it's not going to be easy and they were right. Thanks again!!

Was Bruce Nelson's solution using the grinding burr?

Yes it was. I bought a 5/16 carbide ball end cutter. I used a couple of 5/16 stones to grind the easy out down about 1/2" and drove the remaing piece on into the water jacket. I tried to get by with some rotary files first but that bolt took the cutters right off. I used the burr to enlarge the hole until I could see thread impressions. I then used a new tap to chase the threads out. I had to start and stop about four times to clear pieces out of the tap. That carbide burr ate that bolt right up!

I'll try to remember this, if I am ever faced with the same problem.
