Sounds like you have the resilient belt pulley. If you have the plate off you will see four grooves on the pulley that line up with 4 grooves on the hub. the resulting hole has a 1/2inch diameter rubber rod in it. I should imagine the rubber rods are the sticking point...so yes a puller should work. Putting it back on with the rubber rods is a major PIA....I left mine off, it makes shifting easier as the extra weight of the pulley makes it harder for the clutch brake to stop things...

Paul,
Thanks but I'm not 100% sure about the resilient pulley thing. The darn tire is in the way to get a really good look inside.

Is your DC a later model??? I looked at the parts manual and if there was a flat round plate that came off after you removed 4- 3/8x7/8 inch bolts you have the resilient pulley with the rubber pins. I think the older non resilient pulleys did not have the round flat plate.

If the tractor is running, I would remove all the bolts, add some penetrating oil, and take it for a spin to see if it will break loose.

No, it is mostly disassembled. So taking it for a spin is not an option. But THANKS!!!!

Can you wedge some wooden blocks behind it to try to force it off?

That might be a possibility. I'll have to give that a try. Thanks C
