So it's a control lever. What exactly does it do to the draft control? Thanks

With the draft control shut off, the lift arms will stay where you have them set at whatever the load is. When the draft control is turned on, the lift arms will raise up a little if you hit a tuff spot in the field and then return to where they were set at. This will allow you to get through without downshifting gears. You have several settings on the lever to allow how much hitch movement or constant depth you want if you are plowing.
