short of taking the head or oil pan off how can i tell when engine is on compression stroke cant get to run and i dont think I AM TIMING RIGHT

It's possible to install the fuel injection pump and have it 180 degrees out of time. When the engine is set on #1 compression sroke, it's set at 4 degrees before top dead center, the two lines in the injection pump window must be adjusted to be in line. All of the following advice is good.

Remove valve cover an turn crank until you have both valve tappets loose on no 1 cyl.Look for tyming mark with degrees marked on flywheel or front pulley. Than time to 4-6degrees btdc.

Just to add to Chess's: In determining when #1 is TDC some PPL watch the action of #4, which switches between Exhaust & intake at exactly the same point, as more obvious.
