Bob, if the tractor is a '64 it's like Barry said. This long handle is a "secondary clutch" to stop the tractor's motion while the PTO is still running. On the Triple Range if you push in on the clutch the tractor and PTO will stop, Case-O-Matic is like the older Case tractors and has an independent (live) PTO with its own clutch.

With the 430, 530 and 630 pulling the handle back is like pushing in on the clutch for the tractor but doesn't effect the PTO. Good when you are baling, cutting hay with a cycle bar mower or bush hogging. If the implement begins to bog down the tractor can be stopped and the implement allowed to catch up.

If it is an early 430 and the lever is down low on the side of the transmission case it is the hand clutch to stop forward motion while keeping the pto running.
