As Gwiz mentioned, there is a lever on the left, rear of the tractor that locks the 3-point in the up position. You won't be able to move the lever unless you lift the 3-point arms slightly, to take pressure off it. Either pull the lift lever back (up) or lift the arms by hand while moving the lock lever.

If DB tractors are new to you, I would recommend that you look thru the "archives" of this section. There is alot of valuable info in there, and it should help you troubleshoot the problem. Look under "D",990,880,1200,"Re" for reply to all the above items.
The hydraulics are one of the more common problematic components of these tractors. I have a 990A and still like it, even though my hydraulics are currently "Out". Good Luck

First things first. There is a lock on the left lift link which can be locked in the up position. Push or pull that around the shaft to make sure it's not locked. I think there should be writing on it to tell you which way to move it. That three way switch is to change your lift from depth, height, and external. External is your draft setting. The switch can only be moved when the 3 pt. is all the way up. (push the lift lever all the way back against the stop spring and you will see the lift come up above the normal top position.) Your draft is a little complicated to learn to use, but works good when you do.
On the right side, you have a brake lock. Raise it and turn it to the right to lock.
Also on the right you have your hydraulics. Some just have a single lever which is forward and backward for in and out of a cylinder etc. This lever is on the right side just below the edge of the seat. Some have more hydraulic levers which I'm not familiar with.
