If it has a block heater or a heater in the water cooling system just plug it in a few hours ,or put one of these on ,a good battery a little either well get it going ; Want to sell it?Im looking for a 190 !

I have a 190 that spun a main bearing and has not been running for 10 years. Would sell it for any reasonable offer. Location--southern Indiana.

Put in a tank heater if it hasn't got one. Makes sure it has winter blend fuel. If you already tried strating it with #2 summer fuel then you might as well replace the fuel filter and clean the sediment bowls. Fill the filter and sediment bowls with #1 fuel. Either drain the fuel tank if full of #2 fuel or if it is less than half full add #1 fuel to it until about a 50% blend. The tank hold 48 gallons to give you an idea. Put a battery charger on it and give it a little snort of ether if needed. Don't use the manifold heater if your going to use ether. Once you have it going you shouldn't need ether if you just plug it in. Keep a couple of fuel filters and sediment bowl gaskets and screen on hand just in case.

You will probably need some electricity. Either for a battery charger/starter and/or a block heater if it has one. New fuel and clean fuel filters wouldn't hurt. As a last resort you could try a little ether. A little cranking alternating with small waiting periods should get it to fire if the motor is in good shape.
