i was reading i & t manual. saw pic of torque limiter. what is it & what does it do ?

torque limiter is not on any 190, 190xt, 200 or 7000. only on > 7000 series with power shift ?

Cob crusher, just so you know there are two basically different tractors here the 7000 tractor is an entirely different tractor than the 7000 series tractor which has been discussed on here before the 7000 tractor is for the most part a new look tractor with the 200 rear end the transmissions may vary according to maroon belly or black, the 7000 series which includes 7010 thru 7080 although similar looking has a lot of other features i.e. planetary rearend standard diff lock 20spd with power director or 16spd (I think power shift option)axle size options and etc.So would be nice to address which one you're asking about. There are a multitude of difference between the two.

The 190/200 used a dry (standard) clutch.
The 7000 series used the torque limiter on all transmissions.
not sure on the 7000

Make sure you have the latest and greatest update on the 7000 series mostly dealing with the rear engine seal leaking. From what I understand the torque limiter was designed to avoid the big fiasco dealing with AC XT 190, 210 and 220 rearend update due to ripping out the rearend rule of thumb is if you you see oil dripping from the bell housing weep hole beware. The torque limiter is nothing more than a clutch plate with a Bellville spring and and premade spacers setting the spring tension. If you're looking to buy this tractor #1 look for oil dripping from the weep hole and put the tractor in a high cog with a medium throttle and let out on the clutch holding the the brake if tractor just sets and doesn't move Houston we have problem if it kills the tractor then your ok.

we used to change torque limiter plates quite often. many times it was from oil coming from the trans or rear engine seal. i changed one once and the guy wrecked it in two days chisel plowing slightly frozen ground

The torque limiter is basically a shock absorber for the transmission. It's a clutch plate with a spring loaded pressure plate that bolts to the flywheel much like a regular clutch except that you cannot release this one. They are used on powershift transmissions to limit the shock "torque" during shifts and such. Occasionally the limiter will wear enough that it starts to slip a lot and require replacement, but that is very rare.
