Unstyled WC gov?

Fellas, I got the ol WC out the oyher day to clean her up for a local parade and after crankin her up discovered the govenor had gottin nearly inoperable after it had set for some 6 months plus.This tractor is a Unstyled WC and will start second crank every time and purrs like a kitten. It has been in the family for 45 years and my Pa bought it from the original owner. After some twenty tears of "retirement" behind the barn we drug it out and went threw it some ten years ago and finaly got around to strip down and repaint last year its a real nice ol tractor but dosent get any "work" any more only the ocaisional parade and such. Anyhows the gov. worked fine when we put her up last and now seems to be gummed up or something, it appears to be workin only bout 1/3 of the way you only have maybe 1/4 of the throttle and it is very stiff, the hand throttle lever will go wide open but is very stiff to do so and like I said it probly only gives you 1/4 to 1/2 at best. The tractor revs up fine if you grab the carb linkage on the carb side of tractor and give her a pull, and will let back down with the hand throttle but wont rev back up wiyh hand throttle. Any suggestions on how to "attack" this problem would be great. I might add that when disconecting the carb linkage the cross shaft does not move the same as the hand throttle "into" the gov. thanks abunch, Hoss
