A/C 160 hydraulic problem

Purchased an A/C160 project tractor last year and my mentor(a Farmall man) has managed to work through every problem so far, but now it's hydraulic time. Pump works fine. Drained oil and cleaned filters. Arms were locked in full up position and would not lower. Removed position control valve, freed stuck sensing spool, and gave everything a good cleaning. Now the lift arms will raise and lower, but the least amount of weight will stall the arm from raising. Once you stop the arm at any position a load of 25-30 pounds will cause the arm to lower. Remove the weight and the arm returns to the previous position. Has anyone had a similar problem and recall the cure?
