surging G

I'm borrowing the neighbor's G and it would not take any throttle, so I put in a set of plugs, points, condensor, new wires, cap, rotor, and reset the timing. It was much better. When I got into some heavy going it would surge.

When I took the carb apart to clean it, I saw that there was what looked like tracking in the dust on the outside of the distributor cap. Is that a red herring, or should I have another look at the ignition ?

Other ideas ?

A little more information -

When the engine is surging, the governor is working back and forth. If I reach back and hold it steady, the engine speed smooths out. When I took the plugs out, the insulator tips were very light.

You will find an adjustment screw on the side of the timing cover. You can see it from the left side og the engine. Easy to get at. Turn it in slightly.

Thanks guys. I'm going out to cultivate for a couple hours. I'll turn the bumper screw in a touch and keep the screwdriver and wrench with me.
