Latest on the governor, it now works but I can't get many revs as it pulls the throttle back very strongly. I note that the spring on the linkage between the governor arm and carby is missing a spring. Should that spring pull the throttle on to assist? The short governor spring does not appear to be strong enough to hold any amount of revs on.

If (IF) it is an original spring it would be strong enough and you will probably need to adjust the cross over arm from the governor. If you bend the arm more than needed it will cause surging of the engine. I do that adjustment by standing in front of the tractor and holding the arm just above the governor housing with an adjustable wrench. I unhook the throttle rod and place a pipe over the end to bend the cross over arm. On the early B, that Rod posted the drawing of, you would have to use two adjustable wrenches. (I stress to you that over bending will cause the engine to surge.)

The rod with the hole in the middle holds the anti-surge spring- gets hooked to a manifold bolt. It steadies the rod, so the engine runs smoother.

Thanks so much good people. The spring certainly looks like an original, but the holes are worn a bit so that would lose some travel.
I have it running not too badly now so will have a bit more of a play with it.
