190xt power director

my power director slips in high, and my pto wont stop turning with brake engaged or neutral. I did the hydraulic test at the "t" fitting and got a steady 290 psi in low and high, but it dropped to only 280 in neutral. the book says it should drop to 60psi. Does this mean I have to split it and replace clutch plates on the pto an d power director, or seals? or could it be the pto control valve? Any help appreciated.

I don't know what's wrong with it, but I would make sure the valve on the side of the tractor, that works the power director is adjusted right. I had a 200 that would slip in low. I adjusted the linkage that worked the valve and that was all that was wrong with it. I think the 190's has a better setup on the linkage than the 200's have, so that may not fix it, but would try before splitting tractor. Could be the valve is bad, you can take it off and repair without splitting.
