I had mine acid cleaned and sealed at a machine shop. I wish I has just bought a new one.

Clean the tank as others have suggested. There are several good fuel tanks sealers that will seal in any loose rust. Red-Kote is available at some autoparts stores. Much cheaper than purchasing another tank.

Mount the tank on a cement mixer, if you have one. Some people mount them on tractor wheels and drive around for a while. Put some metal inside- nuts, bolts, chain, whatever. Don't use rocks- hard to clean out. Magnets will pull out metal. Let the mixer run overnight or so. Change position of the tank to ensure full coverage. Tarp strap might work to hold tank- I just mounted an old tank support bracket on the mixer- fits various sizes of tractor tanks of my favorite color. Chain and shaking idea is ok if you're ambitious, but it takes a lot of shaking. Easier to do it mechanically and have a brew while the job is getting done. Then use a tank sealer, several available- check with a radiator shop for brands. Then put a little bit of plastic tube in the sediment bowl assembly to raise the input level for fuel. Keeps the bottom feeders out of the fuel system.

put a longer pipe in your fuel line where it goes into the tank this will raise the pick-up point above the rust in the bottom
the chain is a good idea but i've never used the sealer
i also put a large magnet in the bottom of the tank and it attracts the rust thats loose
just pull the magnet out ever now and then and clean it
i did all this last spring pulled all summer without problems good luck

put a chain in it and shake it, then clean and pour tank coating inside. this will seal any remaining rust and you will not have a problem any more. Bob
