What is the purpose of the latch that locks the clutch pedal forward on a WD?

Both other posters are right. Locking the pedal forward lets you slide the pulley in or out of gear with the engine running, and locking it forward before cranking means you don't have to turn more oil-retarded parts in the transmission or hydraulic driveline on a cold day. Even when using the starter, it is advisable to push the foot clutch in for the same reason.

If I'm correct it is for stopping the belt pulley with the engine running.

I set the brakes and lock the clutch pedel down with the latch when I hand crank mine.Also you can use it for long storage to keep the clutch disk from freezing to the flywheel and or pressure plate.
